Discussion on Romanian integrity framework

On the 12th of February 2026, a national meeting under the EU network against corruption took place in Romania at the premises of the European Commission Representation in Bucharest.

As part of the EU network against corruption, the Commission hosts national meetings to allow anti-corruption stakeholders in Member States to engage in dialogue and raise awareness on anti-corruption issues. The EU network against corruption, set up as part of the EU anti-corruption package adopted on 3 May 2023, brings together national authorities, practitioners, civil society, international organisations, EU agencies and relevant services of the European Commission.

This meeting in Romania focused on the national integrity framework, including the implementation of new legislation on revolving doors and the role of public authorities and stakeholders such as, the National Integrity Agency (ANI).

The meeting started with a brief introduction by the European Commission Representation in Romania. This was followed by  European Commission DG Justice and Consumers, who introduced the Romanian Country Chapter of the Rule of Law Report (2025) and key recommendations.

Some challenges, such as legislative ambiguity and limited institutional capacity and coordination were discussed. In addition, challenges around technical elements and transparency of current systems were raised. Participants also highlighted challenges related to the role of public authorities and stakeholders, including limited resources, fragmentation of responsibilities, and a lack of trust and clarity in mandates. After the discussion on challenges, participants brainstormed possible solutions such as,  developing clearer legislative guidelines and methodological support, strengthening interinstitutional cooperation and data interoperability. This could be complemented with improving training and awareness, and the use of digital monitoring tools. The national meeting facilitated discussions in a collaborative and informal format to inspire more follow-up discussions.
